Cascadia Strategies is a growing consulting firm specializing in strategic and operational change in health care. Our team has worked on numerous public and private sector projects including providing technical assistance to states implementing the Health Information Technology for Economic and Clinical Health (HITECH) act, implementing the Affordable Care Act in Washington State and large-scale improvement efforts for private carriers in Washington and Hawaii.

 

Brad Finnegan

Founder

Brad is a seasoned health policy expert with a deep understanding of the health care system. Brad founded Cascadia Strategies after working for the Washington Health Benefit Exchange for three years where he was the Associate Director of Operations. He was one of the founding staff members of the Exchange and led its carrier interactions, including developing their EDI flow and reconciliation processes. Brad also managed the eligibility, enrollment, customer service and data and reporting teams. He led the organization's business intelligence efforts, including coordinating all internal and external reports.

 

Prior to joining the Exchange, Brad was a Senior Policy Analyst at the National Governors Association where he led health system transformation efforts including supporting state efforts to build all payer claims databases, increase health information exchange and implement the HITECH Act.

 

Brad has experience and expertise in implementing system and operational processes that comply with policy goals.

Catherine Bailey

Principal

Catherine brings over 35 years of experience in health care operations, quality improvement, product and benefit design and health care reform. Catherine has led broad organizational change efforts to improve the quality of health care and service by working with physicians, payers and stakeholders toward common goals. She has been in the forefront of health care reform efforts, most recently at the Washington Health Benefit Exchange where she led the small business exchange and broker/agent programs.

 

Catherine has directed the product development and benefit design processes at two large integrated health care systems and has designed and led wellness programs aimed at improving the health and well-being of employees and reducing long-term health care costs for employers.

 

Catherine’s professional practice also extends to nonprofit governance, leadership development and coaching of emerging leaders. She brings a dedication to health care transformation, accountability and innovation to Cascadia Strategies.
