Policy Development and Systems Design:
Developed business and system requirements for the Washington Healthplanfinder
Developed the rules for the Washington State eligibility system in accordance with the Affordable Care Act
Designed enrollment systems and processes, including issuing enrollment process guides for the Washington Healthplanfinder
Designed and implemented EDI transactions including 834 Enrollment and 820 Payment transactions
Designed the Washington Healthplanfinder's enrollment and payment reconciliation process that serves multiple insurance carriers
Developed business intelligence strategies
Technical Assistance:
Summarized and interpreted federal law and regulations related to the Health Information
Technology for Economic and Clinical Health Act (HITECH) for states
Wrote and produced issue briefs and reports on health reform implementation, health care cost
containment and health information technology for state health policy advisors
Planned, organized and facilitated all-payer claims database (APCD) meetings with diverse
stakeholders including insurance carriers, America’s Health Insurance Plans, provider groups,
consumer advocates, and state officials to eliminate challenges to building APCDs
Convened policy advisors and developed publications and tools to create opportunities for states
to receive technical assistance on health care issues
Product and Benefit Design:
Led the benefit plan & product development design, implementation & evaluation function for a national carrier's HI region
Designed and implemented innovative health improvement & wellness products for a regional carrier
Designed benefit plans and health improvement programs to assure desired patient behaviors such as maintenance and improvement of chronic conditions
Collaborated with a national carrier’s leadership on benefit plan design and evaluation and product innovation
Health Care System Quality Improvement
Led a team of worksite wellness consultants who collaborated with medical staff, clinic operations teams and employer groups to implement worksite-based health improvement activities
Directed the Qualified Health Plan certification process, including reviewing health plan submissions, developing processes for carrier verifications and performing quality assurance analysis on plan data
Produced “Churn between Washington Apple Health and Qualified Health Plans: A Data Analysis”, which describes the population moving between insurance affordability programs and raises important policy questions to reduce the impacts of churn
Directed research methodology design for the Exchange data and reporting team, including coordinating all federal data reporting to HHS and IRS
